Quebec’s National Assembly expressed disagreement with the Canadian government’s stance on climate change and stressed its support for implementing Kyoto goals. In contrarily, Prime Minister Stephen Harper stated that “Canada will not commit to any new binding target if emerging economies such as China and India are exempted.”
