It looks like democracy in action. The minority Conservatives table a weak environmental bill that refuses to participate in Kyoto. The opposition amends it. The Conservatives have to decide whether they want to trigger an election over the line drawn in the sand. Instead they go back, legislate tougher measures and Kyoto participation, and we’re all a little better off. Good thing they don’t have a majority.
