Quebec’s National Assembly expressed disagreement with the Canadian government’s stance on climate change and stressed its support for implementing Kyoto goals. In contrarily, Prime Minister Stephen Harper stated that “Canada will not commit to any new binding target if emerging economies such as China and India are exempted.”
When the province of Quebec signed the first carbon tax, the intention was for energy producers to pay for its new green fund aimed at reducing greenhouse gases. However, now the bill is ending up in the hands of consumers.
Quebec has announced that it would join the Western Climate Initiative, which consists of western US states and Canadian provinces aimed at reducing greenhouse gas emissions by 15% below 2005 levels by 2020.
